European Parliament plans own web TV channel

The European Parliament is planning to launch its own web TV channel which will feature filmed meetings, interviews, news summaries and reports.
Already the EP broad-casted parts of the meeting of the Finance Ministers on the 11th of July and will continue to do so but this time they're talking about a fully fledged web TV channel.
"Parliament hopes to launch its webstreamed TV station in the second half of 2007 if the internal pilot project proves successful, with work on the project due to start in September." - EUobserver
Second half of 2007 ? Seems a very long time to get things up and running but then again, the EP/EU is a huge organization and they'll have to struggle through a lot of red tape.
In the meantime, the UK Independence Party which wants the UK to get out of the European Union is posting on You Tube with regular intervals along with many other, pro- or anti EU organizations.

Governmental streaming, to me, is great in theory. However, I do wonder what kind of viewing statistics it has? Most busy people will probably seek out parliamentary coverage which has been filtered by traditional media such as radio, newspapers, and television?
