"Good" Propaganda for Belarus

"The European Commission said on January 26 that it had awarded a EUR 2m contract to a media consortium to broadcast independent news for the people of Belarus. The consortium includes broadcasting companies in Germany, Lithuania, Poland and Russia. It will begin operations in February via satellite from Germany, with programmes in Belarusian and Russian."
Question: isn't propaganda, whatever side it comes from based on disinformation and manipulation ? The EU does this in order "to support democratic civil society" but wouldn't it be better to give them the tools and education so that they can organise their own independent media next to the official voice of the party at power ?

It´s because here we are employed, we have jobs and free healtcare & education and our society doesn´t commit mentally rape on their citizens every minute by commersial and propaganda for market dictatorship, that´s why. We are not slaves to the "market" our society promotes tratitional culture and music and FREE things that are unike to our society, like it should be in your´s.
The western powers have failed in their attempt to establish a western educated and finansed "opposition" like they did in Georgia and Ukraine not to mention Yugoslavia, that is why genocidal massmurderers like Bliar and his alikes in the market dictatorship €U now starts with propaganda.
But i think they will fail again like they are doing in Venezuela Kuba Iran and any country they havent raped and opened up to the "market"....
